The publisher says that, after the Monolith has teleported behind enemy lines, even the slowest units can be fielded from the base of operations straight into the current battlefront. The sentence establishes the intended reach of the system, but it does not say how the Monolith is produced, what it costs or whether every reserve unit can use the gate.
