Protection from ranged fire

In the multiplayer AMA, the developer calls cover a defensive option against ranged units and says that it significantly reduces the damage troops take. The source distinguishes directional cover from garrisonable structures that protect from all directions. That is the confirmed defensive function: positioning a force in the right kind of protection changes how much incoming ranged fire it receives.

The AMA also states that cover is not identical for every faction. Orks can build their own cover, Adeptus Mechanicus can build their own garrisonable structure, and Necrons do not use cover at all.
