Upgrades matched to threats
The multiplayer AMA says that many units have weapons and Wargear that are particularly effective against masses of units. It gives the Slugga Boyz’ Burna and the Monolith’s Particle Whip as examples. The developer then says that choosing the right upgrades for the right threats and using abilities at the right time can swing a battle. That confirms Wargear as a category of selectable combat equipment, not just a cosmetic label.

The same answer connects Wargear to tactical micro and the need to respond to the threat in front of the army. The examples show area-of-effect answers to groups, but they do not establish that every Wargear option works against every massed unit or that one choice is always superior. The mechanic is about matching an upgrade to a situation.
