Cheap, small and fast for the Necrons

The Necron faction deep dive names Scarabs and describes them as very cheap, very small units. The publisher says these swarms of insectoid constructs are among the faster Necron units and can be tricky for an opponent to deal with. That is a specific published role within a faction otherwise described as slow: Scarabs provide a faster, expendable-looking point of pressure in the roster description.

Deep Silver explains the use it wants to highlight. Scarabs can engage enemy ranged units in melee, preventing those units from using their strongest weapons and giving slower, deadlier Necron units more time to close the gap. This is the confirmed tactical relationship, not a complete statement that Scarabs win every melee engagement.
